Recognition of Fallen Personnel Sculptural Memorial Artwork

The Commission is open to contemporary Australian artists, artist’s collective or artist’s consortium. If the submission is from a collective or consortium, at least one representative must be an Australian citizen or resident.

The Recognition of Fallen Personnel Memorial is a response by DELWP and its precursor organisations to recognise, honour and commemorate our colleagues who have died as a consequence of a work-related injury. 

To date, DELWP have identified 130 people. 73 people who died undertaking emergency response work (predominantly forest fire fighting) and 57 people who died as a consequence of a work- related injury. 

DELWP is currently undertaking historic research to identify additional people. It is anticipated the number of fallen personnel to be recognised will change. 

DELWP is separately commissioning an Honour Roll naming all our Fallen Personnel that will also be permanently displayed in the public foyer at 8 Nicholson Street and Regional Honour Rolls naming people from that Region, that will be permanently displayed in Regional head offices. 

Please note, there is no requirement to list names on the memorial artwork. 

Honour Rolls are expected to be completed by May 2020. 

The Honour Rolls are a separate commission. Please note, artist’s applying for the sculpture commission are welcome to apply for the Honour Roll commission. 

About the commission 

Applications for the commission close 2:00pm 14 November, 2019 

The work is to be completed by early May 2020 

The value of the commission is up to AUD $150 000. However, DELWP encourages submissions that are less than $150 000. This amount includes design and fabrication, installation, at our head office in Melbourne, and the artist’s fee. 

Intent 

The commission provides artists with the opportunity to develop a major public work. The intent of the Recognition of Fallen Personnel Sculptural Artwork Commission is to acknowledge and commemorate our colleagues who have died as a consequence of a work-related injury. 

Specifically, DELWP is seeking to commission a sculptural memorial to be permanently displayed in the public foyer of our head office at 8 Nicholson Street, East Melbourne. 

The Recognition of Fallen Personnel Memorial will be required to demonstrate either one or a combination of the following elements: 

• The Victorian landscape 

• Environmental stewardship 

• Emergency management, particularly bush firefighting. 

• Forestry 

• Water 

• A deep respect for personnel who have died as a consequence of a work-related injury, including people that have died during emergency response. 

Style and materials are open, with consideration for the permanent indoor nature of the work. 

Honour Rolls are expected to be completed by May 2020. 

The Honour Rolls are a separate commission. Please note, artist’s applying for the sculpture commission are welcome to apply for the Honour Roll commission. 

Conditions of entry 

• DELWP extend an open invitation for all artists to submit proposals for the Commission 

• The Commission is only available to Australian artists or Australian residents. If the submission is from a collective or consortium, at least one representative must be an Australian citizen or resident. 

• The Commission will be chosen by the selection panel from an open call for entries. 

• Submissions must be received by no later than 2:00 pm. 14 November, 2019 

• Shortlisted artists will be notified by DELWP and given two weeks to further develop their proposal 

• The successful recipient will be recommended to, and approved by, the Secretary DELWP 

• The work must be original and unique by the artist(s). Existing artworks and or concepts will not be accepted. 

• All applications will be acknowledged and considered by the selection panel 

• All artists will be notified of the results of Commission selection 

• The decision of the selection panel is final and no correspondence will be entered into 

• DELWP will offer an Arts Law Centre of Australia contract to the shortlisted applicant. 

• The artist(s) will assign limited copyright to the commissioner to allow fair and reasonable use of images of the work for reasons of publicity, promotion and publication. 

• Prior to the launch the artist(s) agrees not to issue press releases or publicly release images of the chosen work without the written consent of DELWP. 

• DELWP will in good faith agree to the artist using the work for their own promotion and marketing after the chosen artwork has been installed and launched by DELWP
